Five-year force expansion will add Marines to 19 infantry battalions, autonomous systems units, counter-UAS defenses, and new specialties as the Corps prepares for a more dispersed, technology-driven fight
PARRIS ISLAND, SC | The Marine Corps is preparing to add more than 6,500 billets over the next five years, expanding infantry formations, drone and counter-drone capabilities, precision fires and specialized technical career fields as the service reshapes itself for future conflicts.
The expansion represents a significant manpower component of the Corps’ continuing modernization effort, pairing additional personnel with investments in autonomous systems, artificial intelligence, robotics, sensors and long-range fires.
Under the plan, the new billets will be distributed across 64 initiatives, including reinforcing forces oriented toward the Pacific, establishing additional unmanned aircraft training capacity and creating new military occupational specialties.
The Corps is targeting roughly a 4% increase in end strength by 2031, followed by an additional 1% increase by 2032.
The changes suggest Marine leaders see manpower — particularly Marines with specialized technical and combat skills — as essential to translating years of modernization investments into battlefield capability.
Infantry Battalions Get More Marines and Firepower
A substantial share of the expansion will strengthen the Corps’ traditional foundation: the infantry.
The plan calls for additional personnel across 19 infantry battalions and two littoral combat teams, with manpower to support heavy weapons, precision fires, and intelligence, surveillance, and reconnaissance capabilities.
The changes include more crew-served weapons personnel, additional 60mm and 81mm mortar capacity, and supplementary heavy machine gun platoons.
The additions align with the Corps’ broader effort to ensure infantry units remain lethal while becoming more capable of operating in dispersed formations against technologically sophisticated adversaries.
That balance is increasingly important as Marines prepare for environments where units may need to operate with smaller signatures, detect targets at greater distances and rapidly pass targeting information across a distributed force.
The personnel expansion follows the release of the service’s Ground Combat Element 2040 concept, which lays out a longer-term vision for transforming Marine ground forces.
Marine Corps Expands Drone and Autonomous Warfare Units
The manpower plan also reflects how deeply unmanned systems are becoming embedded in Marine operations.
Each Marine expeditionary force is expected to receive a robotics and autonomous systems company, thereby creating dedicated organizations to integrate unmanned technology into operations.
The Corps also plans to establish a second Small Unmanned Aircraft System Schoolhouse at the School of Infantry-West, expanding its ability to train Marines for small UAS missions.
The move is significant because drones are no longer viewed simply as specialized aviation assets.
Small unmanned aircraft increasingly serve infantry and other ground units as relatively inexpensive tools for reconnaissance, surveillance, targeting, and battlefield awareness.
At the same time, the proliferation of inexpensive drones has created another challenge: protecting Marine installations and forces from hostile or unauthorized unmanned aircraft.
The expansion therefore includes additional counter-UAS personnel and capabilities at Marine Corps installations.
Together, the investments indicate that the Corps is preparing for a battlefield where Marines must be able to both employ drones and defend against them.
New 0315 Scout Specialty Targets Sensor-Driven Warfare
The Corps is also establishing the 0315 Scout military occupational specialty, providing a dedicated career field for Marines expected to perform reconnaissance and sensing missions within infantry formations.
The new specialty will support 26 Marine Scout platoons equipped with advanced sensors and optics.
Lt. Gen. Jay M. Bargeron, deputy commandant for Plans, Policies and Operations, described establishment of the specialty as a critical component of infantry modernization.
The concept reflects a broader transformation in ground combat.
Finding an enemy without revealing one's own position has become increasingly important as drones, precision-guided weapons, electronic warfare and networked sensors make the battlefield more transparent — and potentially more lethal.
A dedicated scout career field could provide infantry commanders with Marines specifically trained to identify targets, understand the battlespace and support precision engagement.
Digital Operations Become a Primary Marine Corps Career Field
Not all of the new manpower will carry rifles, mortars or drones.
The Marine Corps is also formalizing a career pipeline for digital operations by making the 0673 identifier a primary military occupational specialty.
The change underscores the service's growing dependence on data, communications networks and digital command-and-control systems.
Future Marine formations will increasingly depend on Marines capable of connecting sensors, commanders, weapons and autonomous platforms while operating in communications environments that adversaries will attempt to disrupt or exploit.
That makes digital expertise a warfighting capability rather than merely an information technology support function.
Pacific Deterrence Remains Central to Marine Modernization
The expansion comes after years of Marine Corps experimentation aimed heavily at preparing for conflict across geographically dispersed maritime regions, particularly the Indo-Pacific.
A potential high-end fight in the Pacific could require relatively small Marine formations to operate across islands and coastal areas, detect enemy forces, control maritime terrain, and support naval operations.
That environment places a premium on mobility, low signatures, unmanned reconnaissance, precision fires, and resilient communications.
The additional manpower is intended to produce four broad wartime advantages: stronger power projection, particularly in the Pacific; greater integration of robotic and autonomous systems; expanded training pipelines; and more specialized Marines across the force.
The plan also signals that modernization cannot depend solely on buying new equipment.
Robotics, artificial intelligence, precision weapons, and counter-drone systems provide limited battlefield value without sufficient trained personnel to operate, maintain, integrate, and employ them.
From Force Design to a Larger, More Specialized Corps
The expansion represents an important evolution in the Marine Corps’ modernization effort.
Much of the previous debate surrounding force redesign focused on what the Corps would eliminate, reorganize, or replace as it prepared for a potential high-end conflict.
The latest manpower initiative increasingly focuses on what must now be added.
More infantry personnel.
More scouts.
More drone specialists.
More counter-UAS capability.
More autonomous systems expertise.
And more Marines capable of fighting in the digital domain.
That does not mean the Marine Corps is abandoning its traditional expeditionary identity. Instead, the plan suggests leaders want to reinforce that foundation with capabilities increasingly demanded by modern warfare.
The result could be a somewhat larger but considerably more specialized force — one designed to combine infantry fundamentals with autonomous systems, precision fires, advanced sensing and digital command and control.
If the Corps successfully adds more than 6,500 billets while building the training and retention pipelines necessary to fill them, the expansion could become one of the most consequential manpower components of its modernization effort heading into the 2030s.
