New CSIS analysis warns the United States may have expended nearly two-thirds of its Patriot interceptor inventory during operations against Iran, highlighting growing concerns over air-defense readiness, missile production capacity, and the ability to respond to future global conflicts.
WASHINGTON | A new analysis by the Center for Strategic and International Studies (CSIS) concludes that the recent conflict with Iran significantly reduced America's inventory of advanced air-defense interceptors, raising concerns about the U.S. military's ability to sustain another major conflict before production replenishes critical stockpiles.
Using publicly available information on missile expenditures, production rates, and estimated inventory levels, CSIS analysts estimate the United States has expended approximately 65% of its Patriot interceptor inventory, leaving fewer than 1,000 Patriot missiles available for future operations.
The report also estimates that inventories of Terminal High Altitude Area Defense (THAAD) interceptors have declined by roughly 38%, leaving an estimated 234 to 278 interceptors available for deployment.
While the Pentagon has not publicly confirmed the inventory estimates or the methodology used in the report, defense experts say the findings underscore a growing challenge confronting the U.S. military: maintaining global readiness while supporting sustained high-intensity operations.
Air Defense Remains a Strategic Priority
Patriot and THAAD systems form the backbone of America's layered ballistic missile defense network, protecting U.S. forces, military installations, allied nations, and civilian populations from ballistic missile attacks.
During operations against Iran, both systems played a central role in intercepting incoming missiles aimed at U.S. forces and coalition partners. Although many threats were successfully defeated, some missiles penetrated defensive networks, resulting in casualties and infrastructure damage.
According to CSIS analysts Mark Cancian and Chris Park, the rapid expenditure of interceptors during the opening stages of Operation Epic Fury substantially reduced available inventories.
"There are no good alternatives to Patriot and THAAD for ballistic missile defense," the analysts concluded, emphasizing the systems' unique role in defending against modern ballistic missile threats.
Production Timeline Creates a Strategic Gap
One of the report's principal concerns centers on the time required to replace advanced interceptors.
Unlike conventional munitions, Patriot PAC-3 Missile Segment Enhancement (PAC-3 MSE) interceptors require years to manufacture due to their sophisticated guidance systems, propulsion components, and precision engineering.
Earlier this week, the U.S. Army awarded Lockheed Martin a contract valued at up to $58.6 billion to continue producing PAC-3 MSE interceptors through Fiscal Year 2032, representing one of the largest long-term investments in U.S. air-defense capability.
However, expanding production capacity does not produce immediate results.
According to Cancian, missiles being delivered today were largely funded several years ago.
"It takes several years to produce a missile. If you put money into the system today, you wouldn't get a missile for three or four years. Sometimes even five. What we're getting now are missiles that were funded in 2023."
That timeline leaves what analysts describe as a near-term vulnerability should another large-scale contingency emerge before inventories are fully restored.
Readiness Implications Extend Beyond the Middle East
Defense planners increasingly view missile inventory management as a global strategic issue rather than one limited to the Middle East.
Should another crisis emerge in the Indo-Pacific, Europe, or elsewhere, commanders could face difficult decisions about allocating limited numbers of Patriot and THAAD interceptors.
According to the CSIS assessment, constrained inventories could require U.S. and allied commanders to:
- Prioritize defense of only the highest-value military and civilian targets.
- Conserve interceptor inventories for anticipated future attacks.
- Accept greater operational risk in contested air-defense environments.
- Depend more heavily on coalition partners to share missile-defense responsibilities.
The analysis suggests that the greatest strategic risk may not lie in sustaining the recent Iran conflict itself but in responding simultaneously to another high-intensity military contingency.
Pentagon Has Not Confirmed Inventory Estimates
The Department of Defense has not publicly validated the inventory figures cited in the CSIS report and had not issued an official response to the analysis at the time of publication.
Because interceptor inventories are classified, outside estimates rely on publicly available procurement data, congressional budget documents, production contracts, and observed operational expenditures. While these estimates provide useful insight, the exact numbers remain unconfirmed.
Missile Production Becomes a National Security Imperative
The report highlights a broader trend influencing defense policy across Washington.
As geopolitical tensions persist across multiple regions, the U.S. defense industrial base faces increasing pressure to expand production of advanced precision-guided weapons, missile-defense systems, and long-range strike capabilities.
Recent congressional appropriations and multiyear procurement contracts aim to strengthen manufacturing capacity, but analysts caution that rebuilding inventories of highly sophisticated interceptors cannot occur quickly.
The combination of sustained operational demand, lengthy production timelines, and growing global security commitments is expected to keep missile inventory levels at the center of Pentagon planning for years to come.
