Defense Expansion, Pharmaceutical Manufacturing, and Billions in New Capital Investment Propel Alabama Into the National Economic Development Spotlight
MONTGOMERY, Ala. | Alabama's growing reputation as a destination for investment in advanced manufacturing, defense, aerospace, and life sciences earned the state national recognition this week, as Area Development magazine awarded Alabama a 2026 Silver Shovel Award for economic development excellence.
The honor comes after a record-setting year in which Alabama attracted $14.6 billion in new investment and 9,388 jobs across 234 projects, marking one of the strongest economic development performances in state history.
State leaders say the recognition reflects years of strategic investments in workforce development, infrastructure, industrial recruitment, and business-friendly policies that continue to attract major employers from around the globe.
"Alabama saw a record-breaking amount of industry investment in 2025 as more companies recognize we have the space, prime locations, infrastructure, and skilled workforce that will make them successful," Governor Kay Ivey said. "That investment—and this latest Silver Shovel Award—is further proof that the economic development policies developed in Montgomery and the work by local community leaders are creating quality jobs and opportunities for our citizens."
Space Command and Eli Lilly Headline Alabama's Growth Story
Area Development cited two transformative projects as major contributors to Alabama's Silver Shovel recognition.
The first was the decision to permanently locate the headquarters of the U.S. Space Command at Redstone Arsenal in Huntsville, a move expected to bring 1,312 high-paying defense-related jobs to north Alabama and further cement Huntsville's status as one of America's premier aerospace and national security hubs.
The second was pharmaceutical giant Eli Lilly and Company announcing a $6 billion manufacturing facility in Huntsville, one of the largest private-sector investments ever made in Alabama.
The project is expected to create approximately 450 jobs and significantly expand the state's footprint in pharmaceutical manufacturing and life sciences research.
"U.S. Space Command brings 1,312 defense jobs to Huntsville at no reported capital cost—a federal presence that reinforces the region's role as a national hub for space and defense operations," Area Development noted. "Eli Lilly's $6 billion pharmaceutical investment in Huntsville adds 450 jobs and signals that Alabama's life sciences ambitions are serious."
Together, the projects represent a strategic diversification of Alabama's economy beyond traditional manufacturing while building upon the state's existing strengths in aerospace, defense, biotechnology, and advanced production.
Record Investments Reshape Alabama Economy
According to the Alabama Department of Commerce, the state's 2025 economic development portfolio generated an all-time record for announced capital investment.
Commerce Secretary Ellen McNair credited coordinated efforts among state officials, local governments, workforce development organizations, and private-sector partners.
"The Alabama Department of Commerce's paramount goals are to attract quality jobs for Alabamians and better the state's communities through long-term investments," McNair said. "To be recognized by Area Development for the results of that work is always appreciated."
Economic development experts note that Alabama's ability to attract both domestic and international investment has become increasingly important as companies seek locations with available land, transportation infrastructure, lower operating costs, and skilled labor.
Manufacturing and Automotive Sectors Continue Expanding
While aerospace and pharmaceuticals dominated headlines, Area Development also highlighted continued growth in Alabama's manufacturing and industrial sectors.
Notable projects included:
- CPT America investing $163 million and creating 187 jobs in Tuskegee.
- Samkwang adding 114 jobs in Tuskegee.
- ArcelorMittal investing $1.2 billion and creating 205 jobs at its Calvert operations.
- Alabama River Cellulose committing $800 million in Monroeville.
- Northrop Grumman investing $72 million in Huntsville.
- Diageo North America launching a $415 million project in Montgomery.
- Owens Corning investing $325 million in Prattville.
- Butting creating 100 jobs in Loxley.
- AGS America establishing operations in Opelika.
These projects reflect the breadth of Alabama's economic growth strategy, spanning automotive manufacturing, raw materials, aerospace, pharmaceuticals, defense, consumer goods, and advanced industrial production.
National Recognition Continues
Area Development's Silver Shovel Awards recognize states that demonstrate exceptional performance in attracting capital investment, creating high-value jobs, diversifying industries, and supporting economic growth.
Alabama has been among the publication's most frequently honored states over the past two decades, earning Gold Shovel Awards in 2006, 2013, 2019, and 2021, while receiving Silver Shovel recognition in multiple additional years.
In the population category of 5 million to 8 million residents, Alabama joined Tennessee and South Carolina as Silver Shovel recipients. Arizona captured the Gold Shovel Award, while North Carolina received the publication's highest honor, the Platinum Shovel Award.

With billions of dollars in announced projects moving toward construction and implementation, economic officials believe Alabama is positioned for continued expansion in emerging industries ranging from biotechnology and pharmaceuticals to aerospace, defense, and advanced manufacturing.
