Marine Corps Launches Major Push for Counterintelligence, HUMINT Recruits Amid Rising Global Threats

New MARADMIN urges Marines to lateral into the 0211 specialty, highlighting heightened demand, elite mission sets, and bonuses up to $105,000.


The U.S. Marine Corps is accelerating efforts to reinforce its counterintelligence and human intelligence (CI/HUMINT) ranks, issuing a new service-wide solicitation for Marines to transition into the highly specialized 0211 military occupational specialty. The call—released Thursday via MARADMIN and approved by Lt. Gen. Melvin “Jerry” Carter, deputy commandant for information—underscores what officials describe as an urgent and enduring demand for skilled CI/HUMINT operators.

According to the announcement, Manpower and Reserve Affairs has formally identified MOS 0211 as a critical specialty area, with requirements projected to remain high for the foreseeable future. The Marine Corps is encouraging both active-duty and reserve Marines to apply for lateral moves into the field.


A Mission at the Center of U.S. National Security

CI/HUMINT Marines play pivotal roles in detecting and neutralizing foreign intelligence threats, terrorism networks, espionage activity, sabotage efforts, and broader subversive operations. Their work spans both garrison and deployed environments, supporting Marine Air-Ground Task Forces and joint, interagency, and special operations missions.

Assignments may include billets within Marine Corps Forces Special Operations Command (MARSOC), the Defense Intelligence Agency, Naval Criminal Investigative Service (NCIS), combatant commands, and other highly selective organizations. The occupational field blends tactical, operational, and strategic responsibilities—often placing Marines on the front lines of some of the nation’s most sensitive intelligence operations.

High Standards, High Stakes

While extensive training develops technical proficiency, the Corps stresses that CI/HUMINT talent requires inherent interpersonal strength. The MARADMIN notes that successful 0211 Marines must demonstrate exceptional communication skills, emotional maturity, intellect, adaptability, creativity, cultural awareness, and unimpeachable character.

“Success as an 0211 relies heavily on interpersonal skills, strong character, ethics, morality, and maturity,” officials wrote, emphasizing that applicants must already be recognized as high-quality Marines before training.

The rigorous preparation pipeline may include advanced driving and weapons training, airborne courses, survival instruction, and specialized intelligence certifications—programs designed to ensure Marines can operate effectively in high-risk and high-ambiguity environments.

Financial Incentives Up to $105,000

To help attract qualified personnel, the Marine Corps is spotlighting substantial bonus opportunities. An Active Component sergeant who laterally moves into the MOS and commits to a 72-month service obligation could receive a $65,000 MOS-specific selective retention bonus along with an additional $40,000 kicker—totaling up to $105,000, payable upon successful completion of CI/HUMINT training and award of the 0211 MOS.

The move reflects both the growing complexity of global intelligence threats and the Corps’ long-term strategy to strengthen its information dominance and counterintelligence posture.

A Critical Capability for a New Era of Conflict

As adversaries expand their capabilities in cyber, espionage, and influence operations, the Marine Corps continues its transition toward an information-centric warfighting model. The increased focus on human intelligence and counterintelligence aligns with broader defense priorities to defend personnel, safeguard sensitive assets, and protect national security information.

With the new MARADMIN in effect, officials say opportunities for Marines to enter one of the Corps’ most demanding and strategically impactful specialties have never been stronger.
